Allen Catherine Kagina is a distinguished public sector leader renowned for driving institutional transformation, operational excellence, and governance reforms. As Executive Director of the Uganda National Roads Authority (UNRA) (2015–2024), she spearheaded reforms that enhanced transparency, efficiency, and infrastructure development. Previously, as Commissioner General of the Uganda Revenue Authority (URA) (2004–2014), she led a groundbreaking turnaround, significantly improving revenue collection and institutional integrity.

She holds a Bachelor of Science in Psychology from Makerere University, a Master of Public Administration from the University of Liverpool, and a Master of Arts in Organizational Leadership and Management from Uganda Christian University. She is a passionate advocate for corporate transformation, building high-performing teams, fostering a culture of integrity, and mentoring the next generation of leaders.
