International Telecommunications Union (ITU) defines interconnection as “the set of legal rules, technical and operational arrangements between network operators that enable customers connected to one another to communicate with customers of another network”.

Interconnection services include:

  • Call origination – National Outbound voice services, National Outbound SMS services, Regional Outbound Voice services, Regional Outbound SMS services, International Outbound Voice services, International Outbound SMS services.
  • Call Termination – National Inbound voice services, National Inbound SMS services, Regional Inbound Voice services, Regional Inbound SMS services, International Inbound Voice services, International Inbound SMS services.
  • Transit services – Calls from Operator A to Operator C through the network of Operator B.

Interconnection Agreements are classified in accordance with the origin and destination of traffic.

1. National Interconnection1. National Interconnection
  • For delivery of local network originating traffic only
  • Interconnection is regulated by the Uganda Communications Commission
  • Interconnection is obligatory under the local license terms.
  • Interconnect negotiations are bilateral, and termination rates are currently reciprocal between network operators
2. ONA Interconnection 2. ONA Interconnection
  • Following the implementation of ONA framework of 2015, ONA interconnection came into place
  • This interconnection includes termination and origination of traffic within the ONA member states i.e Uganda, Kenya, Rwanda, South Sudan and most recently Tanzania
  • This traffic is largely handled by MTN Global Connect, the MTN Group Hub.
  • Interconnection termination rates in ONA are regulated in accordance with the ONA policy framework.
3. International Interconnection3. International Interconnection
  • MTN Group through MTN Global Connect is responsible for the delivery of all MTN OPCO international originating and terminating traffic.
  • Interconnection agreements are not regulated by the UCC, but traffic is currently subject to a $9cts excise tax payable to the Uganda Govt.

All Interconnects have physical connections to both Mutundwe and Mbuya. We can then offer services to them through these routes everywhere.

Requirements for Interconnection with MTN UgandaRequirements for Interconnection with MTN Uganda

1. Copy of relevant valid Uganda Communications Commission operator license

2. Official notification of local numbering plan allocation

3. Interconnection Proposal with the following information:

a. Network Switching Centre

b. Proposed Interconnection mode i.e., TDM, SIP or other.

c. Detailed origin(s) of interconnection traffic

d. Projected volumes of traffic for 6 months

e. Capacity projections for 6 months

f. Local Management team and contact details (to include copies of ID, phone, and mail addresses) (Specifically, Directors, CEO, CFO & CTO). This is for screening for internationally blacklisted or highly politically exposed companies and individuals.

g. Local Bankers’ Relationship Clearance Letter

h. List of existing local partnership(s)

i. Proposed start date for interconnection.
